if you wanna play more than 30 fps... just add -GameTime.MaxSimFps 60 ( if you want to lock at 60 fps )
example:
"D:nfsrivalsNFS14.exe" -GameTime.MaxSimFps 60
or
"D:nfsrivalsNFS14_x86" -GameTime.MaxSimFps 60
